To Connect and To Serve: Building Community with Law Enforcement

Libraries can build stronger communities by partnering with law enforcement agencies to encourage engagement and more effective approaches to public safety, while providing library services to those who need them most. Learn how Salt Lake County (UT) Library partners to operate a jail library, provide enrichment programs for incarcerated adults and youth, reduce gang influence, establish a youth peer court, use CPTED principals for safer libraries, and foster better relationships between police and the community.
At the end of this session, participants will:
1: Understand the benefits of engaging law enforcement and receive a variety of scalable ideas for programs to implement 2: Gain best practices and learn from challeges in pursing partnerships with law enforcement 3: Learn the steps involved in the creation of a jail library

Jennifer Fay, Associate Director of Public Services

Jennifer Fay has worked in youth services, outreach, branch management, and administration in libraries since 1999. She's a passionate advocate for using the library to connect the community to whatever resources are most needed. Her favorite projects have been co-founding Utah Kids Ready to Read! and the SLCo Library Goodreads group, and serving on the steering committee of the Kearns Collective Impact Initiative and the Annie E. Casey Foundation's Evidence2Success Community Board.
Vern Waters, Library Manager

Vern Waters has worked in libraries for 18 years. Vern has been an advocate for underserved populations, including the homeless, at risk youth, LGBTQ persons, and the elderly; therefore working inside the jail was a natural challenge to take on. He managed the Jail Libraries for over 4 years for Salt Lake County. Besides raising his two children, the Jail Library position has been the hardest job he has ever loved.
Trish Hull, Manager Magna Library/ President Magna Chamber of Commerce

Trish has been The Magna Branch Library Manager for 11 years. She is a past President of the Utah Library Association, current chair of ULA Public Section. She serves on many community boards including the local chamber of commerce, Utah Health Literacy Coalition and the Magna Kearns gang reduction task force. She advocates for libraries serving community needs and improving the outlook for everyone in her township. She is an elected official in her town.
